Ethernet Connected but Nothing loading

I recently was unable to load anything on my computer that needs internet. I would click on an app and it was open the tab but no information would ever load in. I have done just about everything I’ve seen which is 

reset computer 

update bios 

download lan driver - although I wasn’t getting a exe file 

updated to windows 11 - nothing changed 

all types of commands in command prompt

i have literally tried everything it seems but the Ethernet shows it’s connected, and says I’m getting 1GB DL in settings, but the task managers shows 0% utilization of network. I don’t know if it is a hardware problem as everything is running in CPU-Z

  1. Check Physical Connections:
